SHIYANOV YEVGENY NICKOLAEVICH (Шиянов Е.Н.) - Rector Shiyanov Yevgeny Nickolaevich is a Doctor of Pedagogical Science, Professor, a member of the Russian Academy for Social sciences, of the International Slavonic Education Academy named after Komensky, of International Science Academy of Pedagogical Education, the head of Stavropol Branch of psychologists Federation for Russian Education, outstanding member of Russian Soviet Federative Socialist Republic's education, the Higher School honoured worker in the Russian Federation, the prize-winner of the Russian Federation Government in education field and the founder the North-Caucasus Moscow Open Social University and then later of SKSI. He is the founder and the head of the scientific-pedagogical school for humanization education theory.
Y.N.Shiyanov was born in Preobragenskoe village of Stavropol krai in 1952, graduated from The Moscow State Teacher-Training Institute named after V.I.Lenin in the specialization "Pedagogy and Psychology" with honours. Since 1976 he worked as an assistant lecturer, chief teacher, Reader, head of the faculty, faculty's dean in the Stavropol State Teacher-Training Institute (University), since 1995 he worked as a vice-rector in the educational activities, head of the pedagogical and psychological faculties of the Higher School at the North-Caucasian State Technical University. From 1997 and up to the present time Y.N.Shiyanov has been the rector, the head of the applied psychology faculty in the North-Caucasian Social Institute. His scientific and pedagogical experience is 27 years. In 1991 he defended his thesis for a doctor's degree on the subject "Theoretical humanization's principles of the pedagogical education". Yevgeny Nickolaevich is the founder and the head of the scientific and pedagogical school in the humanization's theory of education. Shiyanov incorporated axiological method as methodology of the modern theory and practice of education. He has about 400 scientific, scientific and methodological, educational and methodical works including monographs, textbooks and educational manuals, conceptions, programs, methodical recommendations, scientific articles in home-produced and foreign publications.
Y.N.Shiyanov was repeatedly at the head and of joined organizing committees of All-Russia and regional scientific practical conferences, he was the editor of publishing collections using its materials, intercollege collections of the scientific works. His scientific methodical works are widely used in educational institutions of Russia and CIS. In 1999 Shiyanov was conferred the prize of the Government of the Russian Federation in the educational field for the creation educational methodical complex of the collections and the works in psychological and pedagogical education for colleges. Y.N.Shiyanov is the head of a number of scientific research bodies in the following issues:
- Regional system of socialization and bringing up a personality (combined program of the scientific research of the South Department of the Russian Education Academy);
- Humanization and personality developing technologies of the education (the scientific research program The North-Caucasus Social Institute);
- Childhood anthropology (The Stavropol State Teacher-Training Institute scientific researches program);
- Socialization and bringing up a personality in The South Russian Department educational system's conditions (the most important researches' plan in The International Slavonic Education the Komenskiy Academy).
Since 1989 Y.N.Shiyanov has been carrying out the training of the scientific and pedagogical stuff. 52 Master's theses were defended under his supervision, he was the scientific consultant in 8 successfully defended theses for a doctor's degree. At present Y.N.Shiyanov is the scientific consultant of 4 candidates for a doctor's degree and the supervisor of 12 post-graduates in psychological and pedagogical sciences. Since 1997 he has been Master's chairman, and from 2000 to 2002 - the chairman of doctor's thesis-councils in pedagogical and psychological sciences in the North-Caucasus State Technical University. He was the member of doctor's thesis-councils in Pedagogical Science at The Rostov State Teacher-Training University (1993-2000) and The Volgograd State Teacher-Training University (1997-2000).At present Yevgeny Nickolaevich is the member of doctor's thesis-council in pedagogical science in the Pyatigorsk State Linguistic University.

BOBRYSHOV SERGEY VICTOROVICH (Бобрышов С.В.) The vice-rector of the educational activities - Bobryshov Sergey Victorovich, candidate of pedagogical science, reader.
Sergey Victorovich Bobryshov graduated from the Stavropol State Teacher-Training Institute, worked as a teacher at the secondary schools №1 and №6 in Stavropol .Since 1986 he was an assistant lecturer of the department of theory and methodical educative work in SSTTI. From 1988 to 1991 he did the post-graduate at the dapartment of pedagogy at Leningrad State Teacher-Training Institute named after A.I.Gercen.
In 1992 Bobryshov defended a thesis for a doctor's degree of Candidate of Pedagogical Science. In 1991-1995 he was the senior teacher, professorship's Reader of socialization and personality's development in the Stavropol Teacher-Training University, then professorship's Reader of the pedagogy and psychology of the Higher School in the North-Caucasian State Technical University.
Bobryshov has worked at NCSI since 1993: as the Reader, then the dean of social-psychological faculty, since 1996 he has been the vice-rector of the educational work.
As a member of Russian-Canadian project Sergey Victorovich went through the probation at the University Manitoba (Canada 1998), gave lectures at the scientific practical symposium of International social workers federation and International Higher Educational Institution association, training specialists in social work ( Montreal, 2000 ).
The range of his scientific interests are pedagogy and psychology of children social associations, pedagogical theories, concept and educational practice in the history of our country's science development. Since 1991 Bobryshov S.V. has been a member of the International Researches association of children movement. He has more than 80 scientific publications.

SIKORSKAIA NATALIA GRIGOREVNA (Сикорская Н.Г.) The vice-rector of scientific work - Sikorskaya Natalia Grigorevna, Candidate of pedagogical science, Reader.
She graduated from the Stavropol Teacher-Training Institute, worked as a village teacher for three years. From 1997 to 1984 she worked as a expert in educational methods and a director of the office at the regional Institute of refresher course for teachers. Since 1984 Natalia Grigorevna was the assistant lecturer at the department of the theory and methodical education work at SSTTI. In 1988-1992 she was a teacher and a director of studies of the scientific work in gymnasium in Pavlograd Dnepropetrovsk region. In 1992-1996 she was the senior teacher at the department of socialization and personality development at SSTTU. In 1996 Sikorskaya defended Candidates thesis which subject was:"The humanitarian teacher habits development as a basis of his\her professionalism." Since that year she became the director of the laboratory of the modern pedagogical psychological problems of the Higher School in NCSTU. In 1999-2001 she was an aspirant at the professorship of pedagogy and psychology in the Higher School in NCSTU. Sikorskaia was conferred a diploma of the Ministry of Education of the Russian Federation. The range of her scientific interests is the cultural development of a personality. She has more than 30 scientific publications. Natalia Grigorevna has worked at NCSI since 2002.

LUKYANOVA MARINA VLADIMIROVNA (Лукьянова М.В.) The head of the education-methodical department - Lukyanova Marina Vladimirovna,Candidate of Psychological Science.
If you look at Lukianova's life and activities you can see several stages of her steady upswing through difficult spiral of reality. She was born in the family of a military man and a teacher in September 1960. She was named Marina. Well, it sounds good: Grachova Marina Vladimirovna. It hadn't passed seven unconscious years yet in a cr?ches and nursery-school and she had succeeded in entering special school №1 (Stavropol) with studying a number of subjects in English. From her recollection: " I did take care of my English. I was immersed in my reading English textbook and stopped do it when my parents came home from their work."
Nevertheless, she left school successfully, was fond of the language, but didn't throw in herself a lot with it. And also as 249 school-leavers of Stavropol krai, she made up her mind to enter Physics-Mathematical faculty of the Stavropol State Teacher-Training Institute in 1977. And she entered all the same! What is more, she was quite a good student: studied with excellent marks (though sometimes missed classes), went in for ball-room and variety dances, acquired a passion for batut-jumping. Lukyanova was fond of work with children at camps and schools during the practice. She was lucky to choose the right profession.
Youth doesn't lastfor ever, the period comes when one wants to be married. And this activist had already her family: a husband, two sons-Alexei and Alexander, also mother-in-law, father-in-law and other attached relatives. And now she is Lukyanova.
During the search of herself she worked at Faculty of mathematics at the Stavropol polytechnic Institute, the secondary School in Shpakovskoe village, Stavropol krai, the secondary School №3 in Stavropol, where she stayed for 15 years. And the search again! She wanted to make Math to be the most interesting subject for students. Because of this Lukianova went toV.F.Shatalov to Donetsk. She was studying. She began experiment at school. The leaders of the school deserves all possible praise and honour for their passing.
And new searches had led teacher Marina Vladimirovna to the famous scientist and excellent man - Yevgeny Nickolaevich Shiyanov to the department of socialization and personality development to the very the Stavropol Teacher-Training Institute, having already become the University (people were rising, Institutes of higher education were growing). Yevgeny Nickolaevich agreed to supervise Lukianova's scientific work and the subject was indicated: "The influence of free choice situation at Math lessons on reflection development in pupils' of upper forms educational activities." It had come out :
Three years passed before Lukianova M.V. became Candidate of psychological science. But this occurred quite well-deserved in 1998.
The winter, December, 25. The council thesis K 064.11.06 was for the conferring degree of Master of Psychological Science in The Stavropol State Technical University.
From her memory: "I remember that day. There were many people: scientists, my relatives and friends. I was frightened. Should I have run away? And might I have simply a dance? What a nonsense was entering my head! You would dance under fire of questions soon (It seemed that I began to have double personality). And then: It must have been a success as any Yevgeny Nickolaevich's follower has.
The present scientific interests of Lukianova M.V. are in the same sphere- reflective psychology. It carries away very much. She has two post-graduates who work in this direction too.
By the way, Lukianova doesn't stop singing, dancing and having a good time. She is successful in it. Let it be so! Only it is without any harm to her work. Still she is the head of the education-methodical department of the North-Caucasus Social Institute.

KOSTENKO LIDIA ALEXEEVNA (Костенко Л.А.) The vice-rector of the education work - Kostenko Lidia Alexeevna, Candidate of pedagogical science, Reader.
She graduated from the Leningrad State Culture Institute named after N.K.Krupskaya. From 1977 to 1990 she worked at the regional scientific-methodical folk art centre of Administration culture Territory Executive Committee: at first as the chief research worker at the scientific methodical and sociology, then the director of organizing-methodical department. In 1988 Lidia Alexeevna finished post-graduate course at LSC the N.K.Krupskaia Institute and defended Candidate's thesis on the problem of effective appreciation of activities at institutions of culture.
She has been concerned with scientific-pedagogical activities at the Higher School since 1991. She repeatedly improved her qualifications: at the pedagogical faculty at SSTTU in 1992, at post-graduate course at NCSTU in 1999-2000, at state co-ordinate centre of information technologies at the Ministry of Russian Education on the program: "Management Matters, arrangement and additional education system at educational institutions".
The range of her scientific interests are ethnic pedagogy, ethnic psychology, problems of the national education development. Kostenko is finishing the thesis for a doctor's degree. She has about 100 scientific publications.
Lidia Alexeevna has worked at NCSI since 1994, at first as the Reader, from 1995 to 2000- as the vice-rector of the scientific work. At present she holds the vice-rector of the education work.

FEDOROVSKIY ALEXANDER PETROVICH (Федоровский А.П.) The head of administration guarantee and control of academic progress at NCSI Fedorovskiy Alexander Petrovich was born in Stavropol on the 21st December, 1961. In 1979 he left the secondary School №5 (Stavropol). In the same year he became a student of the historical faculty at the Stavropol State Teacher-Training Institute. A.P.Fedorovskiy was concerned with applied researches in the sphere of sociology and pedagogical activities after after doing his military service in the army. On the 26th October in 1996 he defended master's thesis in philosophy on the subject: "The phenomenon of historical meaning in philosophical reflection experience". From 1997 to 2000 he studied at day-shift post-graduate course at the North-Caucasu State Technical University, having finished by successful defense of doctor's thesis on the subject "The philosophical structure in historical discourse". His professional career was continued at NCSTU at the post of a professor of chairman of philosophy. From 2003 to 2004 A.P.Fedorovskiy headed the historical faculty at the Stavropol State Agricultural University. Since the 1st June 2004 he has been the head of administration guarantee and control of the academic progress at the North-Caucasus Social Institute.
A.P.Fedorovskiy is the author of more than 30 scientific publications. Two doctor's and eighteen candidates' theses have been defended under his supervision.

Higher schools of psychology-teaching, linguistics, commerce, law were renamed into departments.
Opening of regional departments North-Caucasus branch MOSU in the republic of Adigeya (Maikop city,) Stavropol region (Mineralnie Vodi city)
Contracts were made for professional training of managerial workers and specialists in regional services and administration for social protection of the population in Stavropol's region administration.
1995
NCB MOSU was affirmed as a branch of the scientific-methodical center of MOSU in South of Russia.
The first Interregional conference on humanism of educational problem was held at Elista's department of NCB MOSU
NCB MOSU held the first Interuniversity scientific conference for students of the law universities named "State and Law in conditions of the legal reform".
1996
NCB MOSU joined in the international research project. The first contacts were established with University of Manitoba city (Canada) on research and implementation of Russian-Canadian social development project.
Developing of two "Master-classes" in law and psychology, where students under the guidance of the experts - practitioners got possibilities to work with clients.

1997
Implementing of the first State certification and accreditation of NCB MOSU, as a result was founded a non-state educational institute "North-Caucasus Social Institute", founder - MOSU.
Gaining the license from the Ministry of the general and professional education of the RF for the right to practice educational activities in higher professional education area, in 9 specialities, as well as in the area of additional education and pre-university training.
The second step of the international project research "System of the social rehabilitation of handicaps was started in Stavropol region" and specialist training for these services in frame of movement" Independent living movement" in cooperation with University of Manitoba (Canada) and Canadian center human research of disabled people.
1998
There are four departments in the institute structures, carrying out training in eleven specialties, four regional faculties, providing representation of NCSI in the cities of the region, five departments, two scientific-research laboratories, a library and etc.
under the aegis of the institute were developed high school classes at the high school №6 in the city of Mineralnie Vodi, at the classical gymnasium in Elista city, at professionally-technical college №11 Armavir city, high school №18 Stavropol city. Pre-university training is done on the agreements with following colleges, as regional multi-profile college "Temp" (Nevinnomisk sity) Professional multi-profile lyceum in Stavropol,
Signing with government of Manitoba (Canada), administration of the University of Manitoba and administration of the Canadian disabilities research center of long-term of program implementation for full scale cooperation in the area of social development.
First diplomas of the state type were presented to 195 graduates of NCSI.
1999
First graduation of 13 specialists in social work area.
On base of the law department were created a law clinic and "Aid сenter prejudicial and release legal conflicts" in frame of the international project foundation "Eurasia"
Participation of NCSI in regional interuniversity conference in Maikop city.

2000
The institute was granted with the next license for educational work in the area of higher professional education in 13 specialties.
The state accretion in all specialties was realized in the university, validated for 5 years (until 2005 year)
At the institute a scientific student club and the self-governing body of the student Council were formed.
The first student amateur art creative festival of NCSI named "A student's Spring" took place.
The release of the complex program of computer science started at NCSI, embracing educational process, scientific activities, university administration.
270 specialists graduated from the institute.
Opening of students club of leisure activities.
With cooperation of law department and Stavropol regional advocate board presidium next "master-class" was opened.
2001

Rector of NCSI Professor E. N. Shiyanov received in Honghong the "American gold quality certificate", which was granted to the institute.

The first issue of popular scientific almanac "Social work: region context"
A new department of complementary education was formed. Now our students can receive complementary qualifications: "Interpreter in professional communication and guide translator."
Board of the Ministry of the education of the RF approved prolonged conclusion state inspection in licensing of the educational facilities of the Russia as the result of inspection of NCSI, that took place in April of the same year.
The new building in Grazhdanskaya street was joined.
625 specialists graduated from the institute.
2004
The Ministry of education of the RF signed the order about opening of the postgraduate course at NCSI in new scientific specialties:
- 12.00.03 Civil law; entrepreneur law; family law; international private law.
- 13.00.01 General Pedagogy, History of Pedagogy and education.
- 13.00.08 Theory and methods of professional education.
In July by the independent public competition "Golden medal of "European quality" distinguished the rector of NOU NCSI Professor Shiyanov. He was confered the Gold medal of the "European quality" and honored nominee "Rector of 2004 year"
NCSI became a laureate in the nominee "100 best universities of Russia"
The institute was ranked the third among the higher regional establishments as a results of inspection of knowledge, organized by the Federal control service in educational and scientific areas.
The institute joined the holding of the "South-Russian University."

NCSI received the next license of the Ministry of education and science of the RF for the right to perform educational activity in the area of higher education in 26 specialties, intermediate professional education in eleven educational programs, as well as in twelve scientific specialties of postgraduate course

The rector of NCSI E.N. Shiyanov was granted the nominee of the "Rector of 2005 Year," and university for the next time became a nominee laureate in competition of the "100 best universities of Russia".
